One issue has received a great deal of publicity is the future of the Social Security program. Originally designed as supplemental income to a much less long-lived population, Social Security today is the sole source of support for a substantial portion of the elderly, who are enjoying longer and healthier lifespans. Ideas for addressing the expected shortfall proliferate, and include eliminating Social Security payments for the wealthy, raising the cap on annual contributions, delaying the eligibility until later in life, terminating the program, and changing to a pay-as-you-go system. What do you believe to be an equitable and reasonable way to address the issues with Social Security?
2. Hospital acute care services are designed to treat all patients equally in terms of the amount of care received, days of hospital stay, and conditions of service. For example, the expected length of stay in the hospital for a hernia repair will be the same for a 26-year-old athlete and a 74-year-old elder. However, “justice as equal treatment†fails to address the longer healing times and weaker conditions of many elderly patients in the hospital. (a) How might length of stay issues be addressed to take into consideration the needs of individual patients? (b) How would this be reflected in insurance policies and premiums, Medicare, and Medicaid?

1. Foster youth graduate from the system when they turn age 18. There are a number of programs that assist teens to prepare for independence and responsibility with housing, education, employment, and other needs. Foster parents may also stay in touch with children they have cared for once they leave the system.
a. Imagine you have received a substantial government grant to develop a program of support services for former youth after they have graduated. From what you have learned about teens, and about foster care, what kind of program and services would you design that would be culturally appropriate and yet meet some of the needs of the special group of teens?
2. Despite the many programs that schools have developed to address scapegoating since Columbine, the problem continues to affect students across the country. From your understanding of some of the challenges and concerns teens face, what are some of the factors that may account for the persistence of this behavior? What could be done to alleviate the problem?
