Couple of things. Firstly, your speech should be going for about five minutes, so I think it needs to be a little longer. At the start you say that "Iraq should not have considered using conventional military", which is bad since our position is they should have responded with a conventional military force. I think to add the extra time, you could focus more on analysis rather than historical recount. Think about why exile would have been bad through the rational choice model, and maybe reference Tetlock and superforcasting if you get stuck.
Basically we don't need to be explaining what happened in the 2003 invasion. Only why Hussein should not have chosen exile as one of his policy options.
